Review edition and complete manuscript
This is a review synopsis of a 48-section manuscript. The complete manuscript, including all definitions, proofs and equations, accompanies this submission as a downloadable attachment. The synopsis does not replace those proofs.
Scope and assumptions
Work in an $\infty$-topos $\mathcal{X}$. Organizational contexts are slices $\mathcal{X}_{/U_i}$, with an effective epimorphic cover $\coprod_i U_i \to 1$. An internal operational category $\mathcal{W}$ describes states and directed executions. Localizing its arrow category at a declared class $S$ produces the skill category $\mathcal{K}=\operatorname{Arr}(\mathcal{W})[S^{-1}]$. An $S$-invariant trace functor factors through this localization.
Strong trace completeness means full faithfulness of $\bar T:\mathcal{K}\to\mathcal{D}$. This is a hypothesis about retained mapping spaces and coherence, not a claim that arbitrary telemetry reconstructs every physical state.
Local reconstruction and integration
The manuscript's local-to-global theorem uses effective descent to detect the full-faithfulness morphism. If compatible restrictions of $\bar T$ are fully faithful on an effective cover, then the global representation is fully faithful:
$$ \operatorname{Map}_{\mathcal{K}}(k,\ell)\simeq \operatorname{Map}_{\mathcal{D}}(\bar T k,\bar T\ell). $$
For a data diagram $D:I\to\mathcal{X}$, the integrated receiving object is $D_{\mathrm{int}}=\operatorname{colim}_I D$. Compatible transformations into $Y$ factor through it by the universal property:
$$ \operatorname{Map}(D_{\mathrm{int}},Y)\simeq \lim_{i\in I^{\mathrm{op}}}\operatorname{Map}(D_i,Y). $$
This expresses compatibility and a universal receiving object. It does not establish cheaper implementation, complete observation without the stated hypotheses, or consolidation of the organizational indexing category. In particular, existence of a colimit does not imply $I\simeq *$.
Resource-theoretic consolidation
The second half introduces a symmetric monoidal resource category. A lax monoidal value functional and an oplax monoidal cost functional satisfy
$$ V(x\otimes y)\ge V(x)+V(y),\qquad C(x\otimes y)\le C(x)+C(y). $$
For $N=V-C$, the gain of merging two resources is
$$ \Gamma(x,y)=N(x\otimes y)-N(x)-N(y). $$
The manuscript derives the binary merger formula by cancelling unchanged partition blocks. For a finite capability set, strict positive gain at every admissible merger yields strict surplus increase along coarsening. A unique optimum additionally requires the stated reachable terminal configuration; arbitrary institutional constraints may leave a finer admissible endpoint.
Interpretation and limits
Operational observation, informational integration, and organizational consolidation are separate claims. Recursive trace accumulation and endogenous valuations form a proposed feedback architecture. Economic values, admissibility, governance and completeness must be instantiated and tested in a concrete application. The source provides a theoretical framework and conditional deductions; it does not include a machine-checked development or an empirical study of AI firms.
